Create the first administrator

This instance has no accounts yet, so nobody can sign in and nothing is protected. The account created here is a site administrator: it can add customers, set what they are permitted to do, and create other accounts.

This page is reachable only while no account exists. Once one does, it refuses itself.
At least 12 characters. Length is the only property that reliably helps, so there are no composition rules to work around.
Created as the first customer, with you as its owner. Without one you would sign in to an account that has nothing to work on.
